In pursuance of the former instructions of Your Lordship and of your immediate predecessor in your present office, (the Earl of Kimberley), I had forwarded for Your consideration (some weeks before the receipt of the despatch now under reply) my despatch No 57 of the 8th May ultimo, a new Ordinance on this subject drafted by the Attorney-General and Mr. Justice Russell. As it may be said that the House of Commons has now practically made this question one of Imperial Policy, I request that Your Lordship will give me full and precise instructions as to the shape in which it is desired that I should propose that Ordinance, (if I am to propose it at all), to the Legislature of this Colony; and, generally, as to the course which it is wished that I should pursue with regard to this question.
